# Popular: Slovakia e-invoicing

Slovakia is moving to mandatory structured e-invoicing for domestic B2B and B2G transactions, built on the Peppol network, from **1 January 2027**. A voluntary transition period is already open - it started **1 January 2026** - so businesses can start sending and receiving structured e-invoices now instead of waiting until the mandate hits. If you or your suppliers/customers do business in Slovakia, this is worth getting ahead of, especially if you're already using Peppol with Fitek elsewhere.

## Why is this happening?

**Why is Slovakia doing this at all?**

The short answer: to close the VAT gap. Structured, government-visible e-invoicing makes it much harder to under-report sales or fabricate input VAT, and much easier for tax authorities to reconcile what's actually being invoiced. That's the same underlying motivation behind Poland's KSeF system - see the [Popular: KSeF](/hidden-content/popular-ksef.md) page for that story - and it's the same motivation showing up, in different national flavors, across the EU right now.

**Is this a Slovak-only initiative, or part of something bigger?**

It's part of something bigger. Slovakia's move is one national implementation of the EU's wider **ViDA** direction - "VAT in the Digital Age." ViDA was adopted by the EU Council on 11 March 2025 and published in the EU Official Journal on 25 March 2025. It sets a Europe-wide path toward harmonized digital VAT reporting by 2035, with mandatory cross-border e-invoicing from 2030. Slovakia isn't inventing a one-off national scheme in isolation - it's building its own domestic piece of a shift that's happening across the EU. ## Who's behind it?

**Which Slovak authority actually runs this?**

Slovakia's **Financial Administration** (Finančná správa) is the body responsible. It acts as the **Peppol Authority for Slovakia** - the national authority responsible for the Peppol network domestically, including onboarding certified service providers.

**What's the Ministry of Finance's role, and what exists already?**

The Ministry of Finance already runs **IS EFA** (Informačný systém elektronickej faktúrácie) - a free web application that lets small and medium businesses issue and manage domestic e-invoices today. IS EFA is expected to be superseded by the new Peppol-based national solution as the 2027 mandate approaches, but it's a live, working option in the meantime.

**And where does the EU fit in?**

ViDA is the umbrella. It doesn't replace Slovakia's national rollout - it's the EU-level framework that Slovakia's domestic mandate sits underneath, and it's also what sets the separate, later timeline for cross-border e-invoicing (more on that below).

## Where things stand right now

**Can I actually use structured e-invoicing in Slovakia today?**

Yes. The voluntary transition period has been running since **1 January 2026** and continues until the mandate takes effect on **1 January 2027**. Businesses can opt in now to test their systems and processes before it's compulsory.

**What format do the invoices need to be in?**

Structured XML compliant with the **EN 16931** European standard - the same core standard that underpins Peppol e-invoicing generally. If your invoices are already Peppol-ready, they're already speaking the right structural language for Slovakia.

**Who actually routes the invoices?**

The system is built around **"Digital Postmen"** - certified access-point/delivery-service providers. A Digital Postman routes an invoice to the right recipient and, ultimately, into the reporting flow that reaches the tax authority.

**Is the tax-authority reporting piece live yet?**

Not fully. The model Slovakia is building is a **decentralized 5-corner model**: the standard Peppol 4-corner exchange (sender → sender's access point → receiver's access point → receiver), plus a fifth corner that reports invoice data to the tax authority. That fifth corner - sometimes called **"corner 5" or C5** - is expected to become available around **Q3 2026**.

**A word of caution on dates.** Slovakia's own e-invoicing timeline has shifted before, and the C5 reporting corner's Q3 2026 availability is explicitly described as *expected*, not guaranteed. ## Where it's heading

**When does this actually become mandatory for me?**

* **1 January 2027** - structured e-invoicing and digital reporting becomes **mandatory** for domestic B2B and B2G transactions in Slovakia.
* Before that date, participation is **voluntary** (from 1 January 2026).

**Does this cover invoices I send to or receive from other countries?**

No - not under this mandate. Cross-border transactions are **not** covered by Slovakia's 2027 domestic mandate. They instead follow the EU's separate **ViDA** timeline: mandatory EU-wide cross-border B2B e-invoicing from **1 July 2030**. If you invoice both domestic and cross-border Slovak counterparties, expect two different compliance clocks running in parallel for a while.

## How this connects to Peppol

**Is Slovakia building something completely new, like Poland did with KSeF?**

No, and that's a meaningful difference. Poland's KSeF is a dedicated national clearance platform, built largely separate from Peppol. Slovakia is taking a different route: instead of building a fully separate national system, it's **extending the existing Peppol network** with an extra reporting corner (the C5 corner described above) that feeds the tax authority.

**What does that mean practically?**

If your business is already Peppol-ready - sending and receiving structured invoices through Peppol Access Points - you're most of the way to being Slovakia-ready too. The transport network, the access-point model, and the EN 16931 structured format are all things you'd already have in place. ## Fitek's role

Fitek already supports Peppol-based e-invoicing - as both a way to send and a way to receive structured invoices, including as one of the channels feeding straight into [Purchase Invoice intake](/purchase-invoices/purchase-invoice-intake.md). Because Slovakia's 2027 approach builds on Peppol rather than replacing it, Slovak customers already exchanging invoices via Peppol through Fitek are well positioned for this transition.

Slovakia's mandate is still evolving - including exactly how the C5 reporting corner and Digital Postman certification will interact with existing Peppol flows. ## FAQ

**Do I have to do anything before 1 January 2027?**

Not legally - participation is voluntary until then. But starting during the voluntary period (already open since 1 January 2026) gives you time to test before it's compulsory.

**What happens if I'm not ready by 1 January 2027?**

This page doesn't have verified specifics on penalties or enforcement - for that, check directly with [Finančná správa](https://www.financnasprava.sk/en/businesses/taxes-businesses/value-added-tax/e-invoicing).

**Does this replace IS EFA immediately?**

No. IS EFA is Slovakia's existing free e-invoicing web application from the Ministry of Finance, and it remains available now. It's expected to be superseded by the new Peppol-based national solution as the 2027 mandate approaches, not necessarily overnight.

**Is Slovakia's e-invoicing mandate the same as Poland's KSeF?**

No - same broad goal (closing the VAT gap, part of the EU's wider digital-VAT direction), but a different technical approach. **Will this affect invoices I send to customers outside Slovakia?**

Not under this mandate - cross-border e-invoicing follows the EU's separate ViDA timeline (mandatory from 1 July 2030), not Slovakia's 2027 domestic date.
